UVB-76
I just recently heard about UVB-76. It's a radio station, in Russia, that has played a buzz tone since 1982. There are a few times that the buzz tone stopped and a voice came on. People don't know what the station purpose of the station is.
It's very strange that something like this would exist.
You can read more about it on Wikipedia or go to UVB-76.com to listen to it live.

It seems that it may have been used or is still being used to transmit some kind of morse code or something similar because it's not quite morse code but something else.
There's an entire article on the odd radio station done by the magazine wired that has a pretty good explanation of what it might be for here http://www.wired.com/magazine/2011/09/ff_uvb76/
It's annoying that's for sure. I have no idea what those sounds could be. Listening to it it doesn't sound like any kind of real code but there may be something in the underlining noise that I don't hear.
